Location: Meguro City, Tokyo, Japan
Zone Number: 1
Zone Color: White
Current Zone Chief: Shunrai Shiki
Operating Regions:
Main % of Nationality:
Vision: To act with virtue as we promote the equality of humankind and our harmonious coexistence.
Description:
Japan HQ is C.O.R.E.’s main headquarters, being the very first one established in the whole world. The facilities are usually the first to be upgraded with newer technologies and innovations, leading to almost all new coeur-related knowledge being discovered here. That said, this HQ excels in its research department compared to the rest of its international branch.
The main HQ has one of the best rehabilitation facilities for coeur users along with Canada HQ. Most mental health professionals congregates here to work side by side with the researchers, namely their further discoveries of coeur and developments of devices that could assist users with power control. They believe that the more controlled a user’s power is, the lesser it would pressure the individual’s mental stability.
Despite being the main headquarters, Japan HQ doesn’t cover a wide area for its operating zone due to a number of circumstances. Out of the 5 headquarters, Japan HQ has the fewest official personnels, as most of its members fall under administrative or research departments. Having a shortage on field agents lead the HQ to shrink its operating region, relenting the regions around them to its international neighbors: mainly the Singapore and Russian HQs.
While they may have the shortest amount of full-fledged agents, Japan HQ has the full cooperation with the trainee program. In fact, the program itself is rooted in this very headquarters. Every agent trainee receive their field assessment, missions and training protocols from the headquarters, despite their center of education remaining in Shinnou Academy. After graduating from their trainee status with their respective certification, agents commonly apply to international HQs of their liking. In the end, this is prone to leaving Japan HQ with scarce applications from full fledged agents.

ZONE 2 : SINGAPORE
Location: Novena, Singapore
Zone Number: 2
Zone Color: Gold
Current Zone Chief: Xu Liuping
Operating Regions:
Main % of Nationality:
Vision: To lead our people to the future with discipline, dignified performance and upholding the reputation built by our predecessors.
Description:
In the southeast region is a prominent, busiest CORE HQ out of all its branches. The Singapore HQ is known to have the biggest member population of agents and council members congregating under its color. Not only do they cover a good southern chunk of the globe, they also cross a lot of seas in comparison to those operating in other zones. Singapore HQ is by far the most popular and prestigious of all the headquarters, and factually the top choice for trainees application for their future career.
While this branch maintain a great balance in all their departments, the admin position is its most-wished employment among its agents. They have a great reputation of having the most organized administration department, and if that wasn’t its most impressive advertisement, then being a responsive emergency line might seal the deal. Singapore CORE are the most active in both local and international, including inter-zones, communications. They are usually the most updated in coeur situations all over the world despite not always being the first to discover. This HQ prides themselves as the central database of CORE.
Being responsive in communication doesn’t only keep you up to date all the time. Thanks to their active communications, the popularity of Singapore HQ wasn’t only just for name and show. Having the most headcount of agents, they are also quick to dispatch reinforcements not just within their operating region, but also to other zones whenever they are needed as back ups. Since they ensure to utilize the abundance of their manpower to assist other zones, this headquarter technically covers more region than the rest of the branches.
Being a popular HQ obviously doesn’t make it easy for its employees. As stated, the Singapore HQ was the top popular choice of allocations for trainees, hence its annual entry remains highly competitive. That’s not where it ends either. Even after successful allocation and employment, agents continue to have fierce yet healthy rivalry with each other to reach higher grounds. This is extremely evident in the administration department, where agents strive to be promoted to higher authority positions. The headquarters generally reinforce this behavior, hoping that their agents won’t become too complacent with their current state and continue their endeavors to improve themselves.

ZONE 3 : russia
Location: Moscow, Russia
Zone Number/Color: 3 / Blue
Current Zone Chief: Gavriil Turgenev
Operating Regions:
Main % of Nationality:
Vision: To prioritize one’s loyalty towards duty above self-importance, dedicating our time towards efficiency and nurturing the strength of independence.
Description:
Located in the central global region, the headquarters of the third zone is located in one of the harshest environments. The facility was comfortably built not far from the Moscow Military Base, the Russian C.O.R.E. branch is known to have equal strength to the military force of the country. It is often said they would have been far stronger, if only they could have more numbers. The architecture of their headquarters is known for their intimidating bleak, grey fort with tall stone fences. It is also rumored that they are protected by a mythical being: Baba Yaga, and not far from their fort stands tundras swarmed by mavka.
While their strength may rival the military forces of Russia, the Russian C.O.R.E. branch have also joined hands and is involved with the Government of Russia. Through this connection, this branch are now in constant deep collaboration with the country’s political situations as well as their military movements. Merging with the country have morphed the Russian branch into a patriotic and nationalistic organization, which they utilize as part of their influential strength against the global affair.
For obvious reasons, the Russian branch of the organization have been the most active in trying to recruit trainees as their agents. While they may not cover the largest area in terms of their zone, they are covering in the most active in chaos of all operating regions. It may not be correct to say they are horribly understaffed compared to Japan branch, but the amount of cases they do have to keep up with tend to lead them requiring more and more numbers in their population. The extreme cases they do handle, including countering coeur-operated terrorist organizations, often lead them to harshly deplete in numbers. This clearly adds on to their constant need of recruitments.
Following the above issues, the Russian branch prioritizes their agents to focus improvements in their field operations. While striving to keep their facilities up to date, they do struggle in increasing the amount of their resources due to the harsher climate of the countries within their zone. Unfortunately, the rehabilitation system in this branch did not receive as much commendation. However, in its place, they are certainly revered for their prowess in efficiency and achievements.
That said, the Russian branch possesses the most loyal agents to their zone, and are the most critical towards the system established in other zones. Despite the seemingly cold impression of the branch overall, this Headquarters have received a popular amount of applications from trainees wishing to gain better skills out on the field. The spilling frequency of the branch’s success rate in mission accomplishments is also undismissable.

ZONE 5 : CANADA
Location: Whitehorse, Yukon, Canada
Zone Number/Color: 5 / Red
Current Zone Chief: Edmond Farande
Operating Regions:
Main % of Nationality:
Vision: To nurture trust between our own and those we take under our wings, promoting faithful cooperation with genuinity and amiability in the absence of discrimination.
Description:
The Canada Headquarter is the second earliest CORE branch built after the main Japan Headquarter was established. Based in the outskirts of the historical capital of Whitehorse in Yukon, the headquarter prides itself in its eco-friendly system and environment. Not only are they surrounded by the Yukon Territory forestries, their very own guardian and mascot is a giant sentient tree: Eemyfa. The existence of Eemyfa herself is the root of the eco-protective codes adhered by everyone in this establishment.
Also known for its most unique architecture, the Canada headquarter takes a daring shape akin to a treehouse, completed with vines and slides. This design allows the CORE agents to feel closer to their guardian, promoting their coexistence of respecting each other’s needs and importance. This is further proven by the lack of vehicles readily available in close proximity to the headquarter. While it may seem inconvenient that agents and visitors would have some distance to walk before reaching their transports, it has become a daily routine for the agents, keeping them fit and in good health all year round!
After the coeur outbreak 300 years ago, the terror of Wendigo grew more and more dire. Upon investigations, locals had relented their statement upon witnessing a surge of coeur users escaping public eyes and discriminations into the woods and mountains. Although these users were merely seeking sanctuary from merciless treatment of the society, they ironically met their demise as victims to the wendigos. Many whose body became possessed by the evil spirits during starvation despite surviving attacks eventually transformed into the monsters themselves.
In an attempt to control this situation, as well as to protect locals from wendigo attacks and invasions in their towns and cities, the Levesque family decided to place a CORE headquarter right between Whitehorse and the wilderness. Consequently, the location was decided upon their discovery of Eemyfa, then still a young tree yet eager to interact with passerbys. Upon collaborating with the sentinel, the Canada headquarters not only manage their operating zone, but also the borders of the Yukon Forest to keep the wendigos at bay.
Although they are the second most populous CORE headquarter in members, the establishment itself often does not display the abundance in number, compared to the abundance in their fruits and vines. Their operating zone covers the whole continent of America, causing their agents to be extremely spread out. Despite so, Canada headquarters prides itself over their rehabilitation facility and giving the most satisfactory results in patients. Their system is often deemed as undiscriminating, allowing children and adults to mingle as they value interactions between patients as well as the staffs. On top of it all, they even allow the corrupted patients to interact with normal patients, believing it often boost the corrupted user’s morales to recover their humane perceptions. In the end, forging bonds with genuine care became their absolute remedy.
